Outside management firm sought for IPL

Selection of an outside management firm to provide day-to-day onsite management of IPL is an important decision at a critical time for the city-owned utility, according to City Manager Zach Walker.

IPL dealing with change, instability and experienced rapid leadership change over recent years, Walker said during a Jan. 25 IndyEnergy forum. 

"We need to really make sure we are stable and as well-run and managed as possible," Walker said.

The firms would be required to provide on-site management and could operate IPL for three to five years, Walker said.Three firms have been short listed for interviews and additional review are MPUA Resource Services Corp. (Columbia, Mo); Baker Tilly Virchow Krause (Chicago, Il) and DKMT Consulting (Orefield, Pa).


Proposals were evaluated on four criteria: experience (25%), expertise (25%), applicable resources (25%) and cost (25%). Here's the formal Request for Qualifications (RFQ). 

The RFQ states: "The City of Independence ... reserves the right to utilize the responses for a two-part procurement process: 1) A short list may be selected based on the qualifications ; and 2) A separate Request for Proposals (RFP) may be issued to the short-listed firms."

IndyEnergy, through an open records request, and obtained copies of the proposals from all six firms that responded. Here's the submitted proposals from the three short-listed firms.
