Independence utility rate design, customer charges and efficiency
Indy Energy's fifth community forum on will focus on customer service charges, electric rate issues and energy efficiency and IPL fund balance policy.
All three are major topics in rate changes proposed in Independence Power & Light rate recommendations being considered by the Independence City Council.
The forum will be held Sat., Sept. 12 at 10 am at the North Independence Public Library.
The forum speakers will include two economists with extensive background on utility issues. The panelists are
- Ashok Gupta (Natural Resources Defense Council)
- Geoff Marke (Missouri Office Of Public Counsel)
- John Coffman (AARP)
Marke has presented testimony to the Missouri Public Service Commission on customer charges and Gupta has been working with the City of Kansas City, Mo. on utility issues.
Both are extremely knowledgeable and taken time to review the IPL proposed rate changes as developed by IPL's consultant.
The event is open to the public.
Indy Energy has developed background information on customer service charges and their impact on low-income, low-usage users.
The document includes testimony on proposed increased customer service charges by KCP&L currently being considered by the Missouri Public Service Commission.
The rate study also recommends adoption of a fund balance policy which would require the City Council to annually review how much money IPL should have available to support ongoing operations.
